Kotak Bank lowers lending rate by a marginal 5 bps

Mumbai: Kotak Mahindra Bank Thursday became the first private sector lender to lower its
lending rate by a marginal 5 basis points, following the 25 bps rate cut by the monetary authority earlier this month.

It can be noted that the Reserve Bank had held a meeting with lenders earlier this month on the slow monetary transmission–which is lenders passing on their lower funding cost to their borrowers, thus reducing the overall cost of finance in the economy.

Punjab National Bank was among the first to respond with a 0.10 percent cut across tenors Wednesday.

Kotak Mahindra Bank cut the MCLR in four tenors, including the important one-year maturity ones to which all the major consumer loans including home loans are linked.

Under the revised rate structure which will be effective from Friday, the bank’s one year MCLR will now come down to 9 percent from 9.05 percent, while the overnight MCLR has also been reviewed down to 8.30 percent.

The Reserve Bank had cut its policy rate by 0.25 percent responding to concerns on growth amid low inflation on February 7.

Bank of Maharashtra was the first to respond with a 5 bps cut on the same day in one MCLR tenor, while SBI followed up with a similar reduction in its home loan rates by compressing its margins, but is yet to move on the MCLR front.

Cabinet Approves Aadhaar Ordinance to Allow its Use as ID Proof For Bank Accounts, SIM Connection – News18

New Delhi: The Cabinet on Thursday approved the promulgation of an Ordinance to allow voluntary use of Aadhaar as identity proof for opening bank account and procuring mobile phone connection.

The Ordinance was necessitated as a bill, passed by the Lok Sabha on January 4 but pending in the Rajya Sabha, would have lapsed with the dissolution of the current Lok Sabha. The Ordinance will now give the effect to the changes in the Aadhaar Act such as giving a child an option to exit from the biometric ID programme on attaining 18 years of age.

Briefing reporters after a meeting of the Cabinet chaired by Prime Minister Narendra Modi, Law and IT Minister Ravi Shankar Prasad said the Cabinet has approved the promulgation of an Ordinance to give effect to the Aadhaar and Other Laws (Amendment) Bill.

The amendment provides for stiff penalties for violation of norms set for the use of Aadhaar and violation of privacy. It bans storing of core biometric information as well as Aadhaar number by service providers in cases of individuals who have voluntarily offered the national ID as a means of authentication.

“Aadhaar can be used as KYC on a voluntary basis under the Telegraph Act and PMLA rules. Any entity using Aadhaar will have to adhere to privacy guidelines,” Prasad said.

The amended law makes it clear that anyone not offering Aadhaar cannot be denied any service, be it opening of a bank account or obtaining a mobile phone SIM card.

The amendments will “provide for 12-digit Aadhaar number and its alternate numbers to be generated” in a manner so as to conceal the actual Aadhaar number.

The proposed changes also seeks to lay down the procedure for offline verification of an Aadhaar number holder, and confers enhanced regulator-like power on the Unique Identification Authority of India (UIDAI) to give directions as it may consider necessary to any entity in the Aadhaar ecosystem.

It proposes that every requesting entity to whom an authentication request is made will inform the Aadhaar number holder of alternate and viable means of identification and shall not deny any service to them for refusing to, or being unable to undergo authentication.

The changes that were proposed included a civil penalty of up to Rs 1 crore on entities that violate the provisions of the Aadhaar Act, with an additional fine of up to Rs 10 lakh per day in case of continuous non-compliance. Unauthorised use of identity information by a requesting entity or offline verification seeking entity would be punishable with imprisonment of up to three years with a fine that may extend to Rs 10,000 or in case of a company with a fine of up to Rs 1 lakh.

Punishment for unauthorised access to the Central Identities Data Repository as well as data tampering is proposed to be extended to 10 years each from the current three years. It also seeks to omit Section 57 of the Aadhaar Act relating to the use of Aadhaar by private entities.

New Delhi: Punjab CM Amarinder Singh, who is touring border areas of his state, expressed his desire to go and receive Wing Commander Abhinandan Vartaman, who is set to be released by Pakistan on Friday.

His statement came just hours after Pakistan PM, speaking in parliament, offered to release captive Indian Air Force pilot as a “gesture of peace”.

Amarinder brought it to PM Modi’s attention that Abhinandan will be released from the Wagah side and said it would be his “honour” to go an welcome him.

“Dear @narendramodi ji , I’m touring the border areas of Punjab & I’m presently in Amritsar. Came to know that @pid_gov has decided to release #AbhinandanVartaman from Wagha. It will be a honour for me to go and receive him, as he and his father are alumnus of the NDA as I am (sic),” tweeted Amarinder.

The IAF pilot was taken into custody by Pakistan after he landed on the other side of the Line of Control as his aircraft crashed during an aerial dogfight between India and Pakistan. “In our desire of peace, I announce that tomorrow, and as a first step to open negotiations, Pakistan will be releasing the Indian Air Force officer in our custody,” said Khan.

Hailing the Pak PM’s decision, Amarinder said the “goodwill gesture” would help ease the prevailing tensions between the two countries.

The chief minister extended all support from his government to the BSF to deal with the current situation. “We are there for you,” he told the BSF personnel.

During his tour of the Tarn Taran region to assess the ground situation, the chief minister interacted with residents of at least 15 border area villages, including Shaheed Baba Tara Singh Wala, Rajoke, Kalia Shatara, Dholan, Lakhna and Kals. During his interaction with the residents, he urged them to remain calm and not to be swayed by rumours.

GDP growth slows again in third quarter – The Hindu

GDP growth slowed for the third consecutive quarter in the October-December 2018 period, according to data released on Thursday. Growth fell to 6.6% in the third quarter, the lowest in the last six quarters.

The slowdown was led by agriculture, which is estimated to grow at 2.7%, against the earlier estimate of 3.8%.

Data showed that the GDP growth slowed for the third consecutive quarter in the quarter ended December 2018 to 6.6% — a six-quarter low — from 7% in the second quarter and 8% in the first quarter of this financial year.

The slowdown in 2018-19 is due to a lowering in the growth estimate of the agriculture sector to 2.7% as per the latest data compared with the 3.8% estimated earlier. The manufacturing sector, too, is estimated to grow at a marginally lower 8.1% compared with the previously predicted 8.3%.

“FY19 GDP growth in second advance estimate of national income is lowered to 7% from 7.2% in first advance estimate,” Devendra Kumar Pant, chief economist, India Ratings and Research, said.

“The primary reason for this is the upwards revision in FY18 GDP growth rate in the first revised estimate [released on January 31, 2019] to 7.2% from 6.7% earlier.”

The two notable divergences between the second estimate and the first are that private final consumption expenditure growth has been revised upwards to 8.3% from 6.4% and investment growth was revised lower to 10% from the earlier estimate of 12.2%.

The government revised downwards its estimate for GDP growth in the 2018-19 financial year to 7% from the 7.2% estimated in the first estimate for the year released in January.

Nominal GDP

Economists point out that the size of the economy in terms of nominal GDP is now estimated to be ₹190.54 lakh crore, up from the ₹188.41 lakh crore estimated earlier.

This, they said, will go a long way in helping the government meet its fiscal deficit target of 3.4% of GDP for the year.

On a quarterly basis, the agriculture sector is estimated to have grown at 2.7% in the third quarter of this financial year, compared with a 4.6% growth in the same quarter of the previous year.

The manufacturing sector grew at 6.7% in the third quarter, down from 8.6% in the December quarter of 2017-18.

The mining sector, too, saw growth slowing in the third quarter to 1.3% compared with 4.5% in the third quarter of the previous year.

“[The] FY19 GDP growth at 7% is the lowest in last five years and the third quarter FY19 growth at 6.6% is a six-quarter low,” Mr. Pant added.

“This indicates that the economy is losing steam. Based on the revised first three quarters and annual numbers, Ind-Ra’s calculation shows that the GDP growth in Q4 has to be 6.5% to attain overall 7.0% growth in FY19.”

This is possible, Mr. Pant added, but will be largely dependent on whether exports can grow strongly in the fourth quarter, which looks difficult.

The limited run Audi R8 Decennium edition celebrates 10 years of the V10 engine. R8 V10 Decennium wears an exclusive Daytona Gray paint finish combined with matte-bronze 20-inch wheels. The name, ‘Decennium’ is of Latin derivation, and means ‘decade’. Other colour choices are all in metallic finish – Suzuka Gray; Floret Silver; Mythos Black; Ascari Blue; and Kemora Gray.

A little later than expected but the Android Pie update for Asus ZenFone Max Pro M1 smartphone is almost here. The Taiwanese company on Thursday announced that the beta testing of the Android 9 Pie update for the phone is now open. The company is currently accepting applications to test the ZenFone Max Pro M1 beta on its website and the users who know what they are doing and have prior experience dealing with the pre-release software, can submit their requests to be part of the beta programme.

The stable version of the Android 9 Pie for the Asus ZenFone Max Pro M1 will be released after the company determines that there are no longer any bugs or other issues in the update package. The beta programme is meant to help the company in weeding out any possible issues and bugs.

“This program gives you access to early updates for feedback and testing so that the official Android Pie update is served as delicious and stable as you’d like it,” Asus noted in a statement on its website.

The ZenFone Max Pro M1 owners, who want to participate in the Asus beta programme, can head over to the company’s website to register their interest. The company says the interested users should be willing to share their phone’s IMEI information, serial number, and current firmware details to be eligible for participation in the Beta Power User Program.

“Please keep in mind that this is beta software programme, the beta software updates are sometimes not as stable as our official Software Updates. By installing this update, you accept the potential risks,” Asus says.

To recall, Asus had launched the ZenFone Max Pro M1 in April last year with Android 8.1 Oreo. The phone was supposed to get the Android 9 Pie update by the end of February 2019, however it seems Asus is running a little late. It is still unconfirmed when the final Android Pie update will reach the ZenFone Max Pro M1, but if everything goes smoothly with the beta testing, it shouldn’t take too long.

Meanwhile, Asus has confirmed the names of its smartphones that will be getting the Android 9 Pie update.

‘Thunderclap’ security flaw in Thunderbolt spec could compromise USB-C and DisplayPort

Apple has already rolled out operating system-level mitigations to protect against ‘Thunderclap’ – but Microsoft hasn’t…

Security specialists claim to have uncovered a flaw in the Thunderbolt connectivity specification that could expose PCs to attack via their USB-C and DisplayPort interfaces.

The vulnerability was uncovered by a team of researchers led by Theo Markettos, a senior research associate at the University of Cambridge Computer Laboratory.

Dubbed ‘Thunderclap‘, the vulnerability enables hackers to exploit the privileged direct-memory access (DMA) provided via the Thunderbolt connection to access the targeted device.

“We studied the defences of existing systems in the face of malicious DMA-enabled peripheral devices and found them to be very weak,” said Markettos.

“The primary defence is a component called the Input-Output Memory Management Unit (IOMMU), which, in principle, can allow devices to access only the memory needed to do their job and nothing else. However, we found existing operating systems do not use the IOMMU effectively.”

Markettos added that Windows 7, 8, and 10 Home and Pro operating systems don’t support IOMMU, and even Windows 10 Enterprise doesn’t properly support it.

This means that the operating system-level access that Thunderbolt-compatible devices are granted, such as 4K monitors and external GPU enclosures, makes a machine more vulnerable to attacks that gain privileged access to a system.

“We built a fake network card that is capable of interacting with the operating system in the same way as a real one, including announcing itself correctly, causing drivers to attach, and sending and receiving network packets,” said Markettos.

“To do this, we extracted a software model of an Intel E1000 from the QEMU full-system emulator and ran it on an FPGA. Because this is a software model, we can easily add malicious behaviour to find and exploit vulnerabilities.

“We found the attack surface available to a network card was much richer and more nuanced than was previously thought. By examining the memory it was given access to while sending and receiving packets, our device was able to read traffic from networks that it wasn’t supposed to. This included VPN plaintext and traffic from Unix domain sockets that should never leave the machine.”

On MacOS and FreeBSD, the researchers found that their dodgy network card could start arbitrary programmes as the system admin. On Linux, they were able to get access to sensitive kernel data structures and completely bypass the enabled IOMMU by setting a few option fields in the messages the malicious network card sent.

“Such attacks are very plausible in practice. The combination of power, video, and peripheral-device DMA over Thunderbolt 3 ports facilitates the creation of malicious charging stations or displays that function correctly but simultaneously take control of connected machines,” said Markettos.

To execute a Thunderclap attack, though, would mean hacking a Thunderbolt accessory or peripheral – or executing an ‘evil maid’ style of cyber attack in which a malicious third-party gains direct physical access to a targeted device.

The discovery of the security flaw isn’t new. Markettos said that the researchers had been working with vendors to persuade them to implement mitigations since 2016, and Apple has already eradicated the flaw in its MacOS-based PCs.
